摘    要:系统主要由雷达测速、视频抓拍、云台与镜头控制和数据管理等组成,采用串口通信、视频压缩、车牌自动识别、神经网络训练等多项技术,实现了对车辆超速、压单双黄线行驶、违法停车、违法调头、逆向行驶、强行超车等多种违法行为进行实时的监测、抓拍、记录和处罚,为交通违法行为取证带来了很大的方便。测试结果表明系统稳定可靠、识别率高、实时性强,综合效率较高。

Abstract:We design a vehicle borne electronic police system that includes radar speed detection,video capture,PTZ and lens control and data management of illegal evidence.The system employs serial communications,video compression,license plate recognition and neural network training to monitor,capture,record and punish such illegal behavior as vehicles over speed,driving on single and double yellow lines,illegal parking and U-turn,reverse traffic,illegal overtaking,etc.This system therefore provides great convenience for the forensics of illegal traffic behavior.Experimental results show that the system has high reliability,high recognition rate,better real-time performance and higher comprehensive efficiency.
