国际资本流动与中国引进外资

进入９０年代以后，全球资本流动总量达到新的高峰．资本流向的基本特点仍然是发展中国家和地区成为国际资本流入的热点地区．但是外资进入中国还远未达到顶峰．通过对流入中国外资的来源结构分析，可看到整体结构不均衡的问题．因而今后在仍将以亚洲新兴工业化国家和地区作为引进外资重点的同时，要注意相对扩大吸引其他来源如美国、西欧和日本等的资金．近期中国引进外资的工作重点应是将基建推向国际资本市场，大力鼓励国际私人资本直接投资中国基础设施；注重新的筹资渠道和形式的开拓；在内向引进的同时逐步推进外向参与．

International Capital Transfer and Attracting Foreign Capital to China

The total amount of global capital transfer reached to the new high peak after 1990s. The basic charactereristic of capital flow direction is that developing countries and regions still be the hot point. But the high peak of foreign capital flowing to China hasn' t come yet. Through analysis of the source structure of foreign capital we found the problem of unbalance of whole structure. So at the same time of attracting foreign capital from Asian new industrilized countries and regions, we should also emphasize to enlarge the other source such as USA, west Europe and Japan and so on. In the recent the key point of attracting foreign capital will be focus on promoting the infrastracture to international capital market,highly encouraging international private capital to invest directly to China infrastracture.And also the main point will be focus on finding new channel to raise fund; when attract more foreign funds coming in China also ecourage local funds to engage in international market.
