| 摘 要： | 尝试性地将统筹学和秘书学联系起来,提出了秘书统筹的概念。首先从统筹的角度分析了秘书实践的主体、客体和环境,进而探讨了秘书统筹的必要性、出发点、根本要求和落脚点,最后得出结论:主体是实现统筹的核心关键,秘书要提高其统筹能力。
