扇区动态容量评估方法研究

摘    要:扇区动态容量评估是容量评估的难点和发展趋势,也是实现空中交通流量管理自动化的基础. 本文对扇区动态容量评估方法进行了研究,首先给出了扇区动态容量的定义,提出影响扇区动态容量的因素,并重点分析恶劣天气对扇区动态容量的影响,然后在结合扇区结构、民航规章、管制员工作负荷以及机载气象雷达等信息的基础上,建立扇区动态容量评估模型,最后选取典型扇区进行仿真,评估该扇区的动态容量. 评估结果验证了该方法的有效性和实用性.

Abstract:Dynamic capacity evaluation is not only the difficulty and development trend of sector capacity evaluation but also the foundation of the realization of the air traffic flow management automaticly. The paper firstly presented the definition and the influential factors of the sector dynamic capacity. Then the characteristic of dynamic sector capacity affected by the main dynamic factor of severe weather was analyzed. In considering sector structure, China civil aviation regulation, the controller workload and the airborne weather radar, sector dynamic capacity evaluation model was set up. At last an prototype example was given to evaluate the sector dynamic capacity. The result verified the model in the paper was valid and practical.
