城镇化转变过程中政府的职能研究

中央城镇化工作会议通过的《国家新型城镇化规划（2014-2020年）》提出我国新型城镇化道路应坚持的原则之一是市场主导，政府引导。加强政府引导是我国城镇化道路的必然选择，我国城镇化道路正由传统城镇化向新型城镇化转变，新型城镇化就是人的城镇化，目前城镇化的首要任务是解决农业转移人口的存量（即1.66亿农民工）的问题，政府要加强城市顶层设计，制定城镇化发展规划、围绕1亿多人的农业转移人口市民化而提供公共服务和营造制度环境。

Research on Functions Changing of Government in Urbanization

It put forward that one of the principles of new urbanization should adhere to market-dominated and gov-ernment-guided in The State New Urbanization Plan （2014-2020）. It is an inevitable choice to strengthen govern-ment guidance for Chinese urbanization, which transform from the traditional to the new style of humanization. Its current priority is to resolve the stock of the transferred agricultural population （ i. e. 166 million migrant workers） . It should concern about the top-level design, formulated development plan, provide public services and create sys-temic environment for more 100 million migrant workers from the agricultural work.
