| Abstract: | In this paper,we briefly expounds two concepts,the incentive and restraint mechanism and the public environmental protection before analyzing the status and the necessity of public environmental protection as well as the effect of incentive and restraint mechanism which brings environmental benefits.We concluded that the incentive and restraint mechanism is necessary in promoting the public to protect environment. |
