中国的高等教育管理体制改革取得了一些成果,但仍然存在问题.运用新制度经济学的路径依赖理论分析了高等教育管理体制改革中的行政化问题,利益集团问题,唯政治,轻认知的问题.提出要引导好突破路径依赖的内生力量,利用好突破路径依赖的外生力量,去掉高校的行政级别,制定大学法,建立高校的董事会制度,改革拨款机制等,构建一个有效率的制度环境.
