社区公共管理中的政府流程再造

论述和分析了当前的社区公共管理体制的两大特点与四大问题。认为流程再造是社区公共管理改革的基本途径，并提出了社区公共管理流程再造的三个目标，即行政管理与自治管理分开，政府“掌舵”与民间“划浆”分开，社会管理与公共服务有机结合，以及以人为本服务居民，简化流程，提高效能，整合人员组建团队，构建平台，共享信息等四个原则。

Government Process Reengineering in Public Management of Community

Two major characteristics and four problems in present social public management system are expounded and analyzed. The process reengineering is considered the basic route of the public management reform of community. Three goals of the process reengineering of the public management of community are put forward, those are, separating administration from autonomy management, separating the controlling by government from implementing by people, combining of social management with the public service organically; as well as four principles, those are, servicing residents human-orientedly, simplifying the procedure and improving efficiency, combining personnel and setting up the group, and constructing the platform to share information.
