| Abstract: | This paper points out that five essential principles for fully and validly utilizing the land and orderly and rationally organizing the field construction must be adhered to such as scientific management, reasonable technological measures, ecological preference, road foremost and earthwork of digging and filling in balance, after the confirmation of the building project and land use licence. |
