| 摘 要： | 主要讨论了界定科技创新能力及其有关水平的指标，针对当今世界比较通用的科技创新水平评价体系、科学引文索引SCI所摘录的“3300种期刊”在我国的运用情况，着重讨论了在我国特别是高等学校使用“3300种期刊”作为评价科技创新关键指标的重要意义，为进一步规范我国高等学校的科技创新行为，提高高等学校的科技创新水平，提供了参考依据。 |

| Abstract: | The index of science and technology innovative ability for Chinese tertiary institutions is discussed here in the article. In light of the utilization situation in China of the currently internationally widely used science and technology innovation evaluation system, the SCI setup, the significance of using the SCI setup, especially in the tertiary institutions, is particularly emphasized. China is expected to standardize its tertiary institutions science and technology innovative conduct, to promote the science and technology innovative level and to build the first|class tertiary institutions in the world. |
