| 摘 要： | 激励规制理论认为:若规制者能设计出一套使被规制者"说真话"的激励规制制度,并将二者的"目标函数"有机地融合在一起,就能提高其监管效率。高校的目标函数是提高学校的教学与科研水平,为社会输送合格的人才。而教师员工与学生是由一个个体组成的,在商品经济社会,他们具有自然人、社会人、经济人、道德人和政治人的多重属性,他们所关心的是自己的经济利益的最大化。高校管理者要做好管理工作,实现管理目标,必须要在充分认识被管理对象的属性特点的基础上,采取有效的激励机制使管理者的目标函数与被管理者的目标函数一致。
