It is discussed that the relief system plays very important functions such as unblocking contradictory,correcting error,and benefiting coordination in constructing in the harmonious society.Points that the perfect administrative relief system is not only making for the basic order of harmonious society but realizing the goal of society justice and the government credit and the human rights safeguard.Under the idea of harmonious society to consummate present administration relief system,the right of administrative relative person should be protected, the innovation of administrative relief system in the present constitutional government system frame should be realized,and the administrative relief system should be consummated comprehensively and systematically.
