中国国民党党政体制研究的价值、主要内容及研究方法

以往的研究视角仅局限于党或政一元角度,很少把国民党和政府结合起来进行研究。对党政两个政治主体的剖析就是对党治政体本身的剖析。党治从1924年就开始了,不过范围狭小。南京国民政府建立后,党治政体在全国正式施行。当对有关研究成果和材料进行分析时,就会发现研究的基础已打定,但局限性极其明显。若用“党政体制”和“党政机制”这两个新概念来剖析党政二元结构,构筑其研究框架,并用政治学一些方法来研究它时,就会发现一个崭新的党政体制及其运行机制全貌。

The Value, Main Content and Method of Research of of the Party-government System of Chinese Kuomindang

The angle of view of former studies are usually limited within either the party or the government and few studies are made involving Guomindang and the government.Analysing the two political subjects of the party and the government is in fact analyzing the system of party-government.The party-government began in 1924,but on a small scale.After Nanjing Kuomindang Government was established,the system of the party-government was put in force throughout the country formally.The analysis of the relevant research results and material reveals that the basis of study is available,but the limitations are very obvious.If we analyse the di-structure of Kuomindang and the government by the two new concepts of "party-government system" and "party-government mechanism", build the frame of study and study it in some political ways,we can find a full view of completely new party-government system and its operating mechanism.
