| 摘 要： | 以此次改革先行先试的领域——农村领域的863计划和支撑计划课题为例,比较了"十一五"与"十二五"期间的科研经费各科目的变化:间接费用显著上升,配套经费大幅下降;劳务费小幅上升,设备费和国际合作与交流费比例有所下降。此外还就间接费用、外协经费、承担单位的责任与义务等热点问题进行了探讨。

| Abstract: | Comparison of the two types of National S&T Plans('863'projects and 'ZHICHENG' projects) in agriculture area in the twelfth five-year period with the eleventh five-period,it can be concluded that there is a rapidly increase of indirect costs while a sharp decrease of supporting funds,and a slightly increase of labor costs with a small decrease of instruments costs and international collaboration costs.Furthermore,some focus topics,such as indirect costs and collaboration funds were also discussed. |
