On the Construction of the Administrative Environment and Economic Development by Private Capitals——Thinking about "the Effect Revolution" in Wenzhou

The effect revolution initiated in Wenzhou has ever had a great influence on the whole country for three years.Why has it taken place in Wenzhou where the private economy has been developed very fast? What new questions have been put forward in the management reform in the local government? This paper has analyzed the effect revolution,required the new demands for changing the functions of the government.The author thinks that by understanding the fast development of the private economy,the government must solve the problems in itself and take various measures to set up a good administrative environment.
