矿产与粮食复合主产区环境质量和粮食安全的问题、成因与对策

对矿产与粮食复合主产区进行了概念界定。发现我国13个粮食主产省中的12个也是煤炭主要生产省;将煤炭资源分布图与耕地资源分布图叠加,发现仅含煤区与耕地分布复合区域面积就占我国耕地总量的40％以上,其中煤炭保有资源与耕地复合面积超过了耕地总面积的10％,矿-粮复合区面积广,责任大,影响深远。深入分析了这一特殊区域存在的主要问题,如环境污染加剧、耕地遭到破坏、粮食产量和质量下降、社会矛盾突出、经济发展减缓等,并从认识层面、意识层面、保障层面和技术层面提出了对策与建议,目的在于引起对这一承担重要功能——保障国家粮食安全与矿产资源供给的特殊区域给予关注,以期协调矿产资源开发与粮食生产、环境保护间的矛盾,最大限度地促进这一区域可持续发展和减少对国家粮食安全、生态安全和社会安全的影响。

Problems, Reasons and Countermeasures for Environmental Quality and Food Safety in the Overlapped Areas of Crop and Mineral Production

This paper presented the concept of the overlapped areas of crop and mineral production. Based on data analysis, the overlapped areas between farmland and coal resource distribution are over 40% of total farmland in China. 12 of 13 key crop production provinces are also key coal production provinces. The overlapped areas of crop and mineral production are huge and directly affect the nation i-s food safety, ecological safety, environmental safety and society safety. In the overlapped areas, there are many problems such as environmental pollution, farmland damage, decrease of crop production, poor quality of crops, serious social conflicts and decrease of economic development. This paper discussed theses problems and presented countermeasures and suggestions. The aim of this paper is to call for attention on the overlapped areas of crop and mineral production, so that balance the crop production, mineral production and environmental protection, promote the regional sustainable development, and safeguard national food safety, ecological safety and social safety.
