深化公共预算改革 推动预算监督发展

预算是政府管理社会经济事务,实现宏观调控的重要手段。审查批准本级预决算并监督其执行,是宪法和法律赋予人民代表大会的一项重要职权,也是人民行使管理地方公共事务的具体体现。当前中国大部分预算试验都发生在乡镇街道一级,但有些参与式预算开展多年的地方已经开始向县市拓展,这正是深化公共预算改革、推动预算监督发展的题中应有之义。
