| 摘 要： | 在评析我国西南地区旱灾突发事件重复发生而当地组织却无力应对,组织失败等问题的基础上,分析了组织自发演进和规避突发事件的内在机制,指出西南地区应对突发旱灾事件组织失败的原因。

| Abstract: | The deficiency of organization in the recurring emergencies of southwest China is analyzed.The internal mechanism of how the organization evolves spontaneously and responds to evergency is discussed.The reasons of organizational failure in the emergent drought event of southwest China are pointed out. |
