| Abstract: | Maxwell equations is built by energy constant law, charge constant law or gauge invarianess of Lagrange function, variation principle ect. The people's understanding is deepen for that Maxwell equations reflects universal rulers of electromagnetic phenomenon, and the equivalent of Maxwell equations and other univeral rulers were explained. |
