论国内旅游扶贫开发中的几个战略问题

开发式扶贫是中国政府政策的核心和基础,国内现阶段的旅游扶贫开发迫切需要相关理论和方针、政策的指导.根据国家有关扶贫开发的方针和政策,结合旅游开发的有关理论,明确旅游扶贫开发的对象、目标、机制与策略以及资金管理等四个关系着旅游扶贫开发成败的战略问题是十分重要的.把握这几个战略问题,对于提高和统一国内旅游扶贫开发的理论认识、增强旅游扶贫开发实践的针对性和可操作性具有重要意义.

Studies on the Strategic Problems of China's Tourism Development-Oriented Poverty Reduction

Since 1986,China's help-the-poor work has entered a new historical period and the development-oriented poverty reduction has already become the foundation and the core of the Chinese government policies of help-the-poor.Therefore,the Pro-poor Tourism has become one of important forms of development-oriented poverty relief.In current stage,the Pro-Poor Tourism urgently needs the guidance not only by the theories of tourism development,but also by the Chinese government policies of help-the-poor.According to these policies of help-the-poor and the theories of tourism development,this paper demonstrates the target areas and population,the objective,the mechanism and tactics and the funds management of the tourism development-oriented poverty reduction,which direct concerns whether the development will succeed or fail.It is important and meaningful not only to enhance and unite the theoretical cognition of tourism development-oriented poverty reduction,but also to benefit to realize the aim and operation of the development practice if the four strategic problems can be held.
