摘    要:特殊教育经费投入水平对特殊教育事业的发展起着关键性作用。然而,随着特殊教育事业的不断发展,经费投入不公平性问题也逐渐凸显。通过基尼系数,以1996—2007年全国特殊教育生均财政预算内教育事业性数据为基础,对我国的特殊教育经费配置公平度进行了具体统计和分析。结果表明,我国特殊教育经费分配存在地区间、区域间严重失衡的情况。基于此提出相应的政策性建议。

Abstract:The level of special education fund input plays a key role in the development of special education cause. However, with the continuous development of special education cause, the unfairness of fund input emerges gradually. Based on Geordie Coefficient, this paper makes a detailed statistics and analysis on the fairness of fund distribution for special education by taking the educational data of financial budget for every student from 1996 to 2007 as a case study. The results show that there are serious imbalances in fund distri bution between areas or between regions. Finally, it presents some corresponding policy suggestions.
