海南旅游“提质扩容”战略下旅游用地问题及对策研究

旅游用地是旅游业发展的重要载体.在海南国际旅游岛建设的背景下,随着大量旅游建设项目上马,以及岛内城镇化水平不断提高,用地紧张局势日益加剧,旅游用地问题不断凸显,主要表现在总量稀缺与浪费严重、需求与供给矛盾突出、旅游用地与农用地配置失衡、无序开发致外部不经济、土地规划与旅游规划脱节、旅游用地管控不力.为提高旅游用地的综合效益,应加强对旅游用地的宏观调控,完善旅游用地规划,建立旅游用地分类标准以及土地流转制度.

Problems and Solutions of Hainan Tourism Land based on the Quality and Capacity Strategy

In the background of building Hainan international tour- ism island, with the growing number of tourism projects, and constantly improved level of urbanization, the tensions trend of land are growing, problems of the tourism land continue to highlight, mainly in the scarce of total and serious waste, the obvious contradiction between demand and supply, the configuration imbalances of tourism land and agricul- tural land, the external diseconomies caused by disorderly development, the uncoordinated of land planning and tourism planning, the complex relationships of tourism land ownership, the imperfection of planning control system. To improve the effectiveness of tourism land, Macro-control of the tourism land should be strengthened, classification criterion of tourist land, the tourism land-use planning and land transfer system should be established.
