摘    要:当前制约我国普通高中教育可持续发展的直接因素是地方政府与普通高中学校对自身利益最大化的固守。破解这一矛盾的思路是:加强教育法制建设,明确地方政府的法定职责,为我国普通高中教育可持续发展提供可靠的制度化保障;坚持行政伦理教育,提高政府行政人以人为本、执政为民的内在自觉性;打破地方政府与普通高中学校之间的利益同盟,建立并完善家庭(学生)教育利益表达机制,降低家庭(学生)维护其教育权益的制度成本。
