| 摘 要： | 信息网络化时代世界发生了巨大的变化,促使党和政府的领导方式发生了深刻的变革,同时也赋予了领导方式变革的内容。在这种新的形势下领导方式必须实现由封闭式转向开放式、由集中式转向民主式等五个方面的转变。
