| 摘 要： | 草原犯罪是严重破坏草原的行为,直接影响着经济与社会的全面发展,危害生态安全。为了保护草原,必须追究草原犯罪的刑事责任。追究草原犯罪刑事责任的必要性主要包括:理论层面——预防草原犯罪;规范层面——兑现草原立法;实践层面——实现有罪必罚。追究草原犯罪刑事责任的现实意义在于全面贯彻《草原法》,保障农牧民合法权益,促进人与草原和谐发展。

| Abstract: | As a behavior of seriously damaging to the grassland,grassland crime directly affects the all-round development of economy and society,and endangers ecological security.In order to protect grassland,legal responsibility of grassland crime should be investigated.The necessity in investigating grassland crime legal responsibility mainly include: theoretical level——prevention of grassland crime;normative level——realization of grassland legislation;practical level——achievement of crime punishment.Meantime,its realistic significance is to implement the grassland legislation,ensure the legitimate rights and interests of farmers and herdsmen,and promote the harmonious development of man and rangeland. |
