落实中央“一号文件”精神，促进吉林省农民增收

自2004年以来，中央连续5年制定出台5个指导“三农”工作的“一号文件”。在这5个中央“一号文件”政策的有力支持下，一度沉寂的农村重新焕发出勃勃生机。从对5个“一号文件”的解读中，我们不难看出，这5年是我国农业发展最好、农村变化最大、农民得到实惠最多的5年。5年来，吉林省全面贯彻落实中央“一号文件”精神，陆续推出了一系列惠农政策，从根本上调动了农民种粮积极性，使农民确实增收，真正富起来了。

Since 2004,five issues of"the first document"for instructing"three agricultural issues"have been published by the central government for five years continuously.With the powerful support,of these five"the first document"policy by the central government, the countryside,which had been dull,has boomed with vitality.Explanation on the five"first document",shows us clearly that these five years is such a period that agricultural development is the best,the countryside change is the greatest and the actual benefit of farmers is the roost in our country.In the recent five years,the spirit of"the first document"has been carried out all-round in Jilin Province,a series of policies favorable to farmers have been promoted,farmers' enthusiasm in grain-growing has been fully mobilized and farmers' income increased and they have become well-off really.
