| 摘 要： | 行政成本是行政机关及其工作人员因行政权获取并在行政管理过程中消耗的行政资源。通过行政成本的理论探讨分析了行政成本过高的制度原因和现实原因,同时提出如何降低行政成本的具体建议。

| Abstract: | Administrative costs refer to the administrative resources consumed through the play of administrative power and in the process of administrative management by administrative organs and their members.This paper,based on the theory on administrative costs,analyzes the constitutional and practical reasons for the phenomenon of excessive administrative costs and puts forward some strategies to cure it. |
