| 摘 要： | 公文写作与时俱进，新的文种随着时代的发展进步而应运而生。公示正是在人事制度改革的完善，选拔任用领导干部的公示制度的推行下被人们广泛运用于工作实践中的。目前，公示写作缺乏理论的构建与支撑，内容与形式尚未形成统一。因此，有必要对公示的一般特质、写作功效、要素构成以及理论实践进行探讨，以便更好地规范和指导今后的公示写作。

| Abstract: | With the development of the society,new types of official document writing are arising.Proclamation writing is widely used when the reform of personnel system is improving and open system is implemented to appoint leasing cadres.At present,proclamation writing needs theoretical supporting and its content doesn't go with its form.Therefore,it is necessary to explore the nature,functions,elements,and theories of proclamation writing. |
