改革开放以来中央对西藏经济政策的发展和演变

由于西藏问题的特殊性，建国以来，党中央一直十分注重西藏的稳定和发展。改革开放后，西藏经济发展被提到一个新的高度，因此发展迅速。中央在制定西藏政策的时候，既注意全国政策的统一性．又注重和西藏的特殊情况相结合。自1980年开始，中央先后召开了四次西藏工作会议，制定了一系列有利于西藏经济发展的具体政策措施，对西藏的发展具有重要的指导意义。

The Evolvement of Economic Policy of Central Government in Tibet Since the Reform of Our Country

Because of peculiarity of Tibetan problem, since the construction of our country, the party hasalways attached importance to the stability and development of Tibet. After the reform of our country, the development of Tibetan economy has been stepped onto a new height. During formulating policies of Tibet, the party not only pays attention to the unity of state policies, but also to the combination with special conditions of Tibet. Since 1980, the central government has held four conferences on Tibetan affairs successively, and made a series of special policies and measures beneficial to the development of Tibetan economy, which has significant guiding meaning to the development of Tibe.
