| 摘 要： | 科学发展观是指导我国科技事业发展、走具有中国特色自主创新道路、建设创新型国家的科学理论。走中国特色的科技发展道路就是要把增强自主能力作为中国科技发展的战略基点,坚持以人为本,实施重点跨越、集成创新,做到竞争合作、开放共享,充分利用全球科技资源、加强引进消化吸收再创新,深化体制改革、建设国家创新体系。
