中国的法治化战略选择与民主支撑

民主不因法治而来，法治却因民主而生，没有民主就没有法治。中国历史上法治失败的根本原因就是缺乏民主。当代中国需要法治，但更需要民主。虽然实施法治化战略是建设社会主义民主的重要组成部分，但法治建设决不能取代民主建设。

Democracy does not come from ruling by law, but ruling by law always exists with democracy. Without democracy it is impossible to rule by law. The very reason for the failure of ruling by law in the history of China lies in the lack of democracy. China today needs to be ruled by law, but it needs to have democracy more. Although the implementation of the ruling_by_law strategy is an important part of the construction of the socialist democracy, democracy construction can never be replaced by the ruling_by_law construction.
