摘    要:竞争的加剧以及加强自身核心竞争力的考虑,许多公司尤其是中小型公司都纷纷将非核心信息系统业务外包,而信息服务提供商的选择直接影响外包的成功与否.首先根据文献结果建立信息服务提供商(Information service provider,ISP)的评价指标体系,创新性地考虑处在外包不同生命周期的信息服务使用方对信息服务提供方的评价属性侧重点有所不同,把指标属性分为关键属性, 重要属性和基本属性,并用模糊语言变量进行刻画,分不同等级的模糊语言变量表示不同确定性程度的属性, 然后,运用模糊多属性决策方法对信息服务提供商进行动态选择,最后给出具体算例.

Abstract:Considering the competition upgrade and planning for improvement in core competence, more and more companies are outsourcing their information system as non-core operation to some professional information service company. Whether outsourcing is successful or not directly depends on the selection of information service provider(ISP). This paper first constructs an evaluation factors system based on the reference. Then, all factors are divided into key factors, important factors and basic factors considering the preference for factors is different at different stages of outsourcing. Some fuzzy variables are used to characterize these factors. At the same time, factors or attributes with different uncertainty are represented with different ranking fuzzy linguistic variables. Finally fuzzy multiple attributes decision-making method is used to select information service provider dynamically and a numerical example is conducted.
