世界上所有国家都意识到了科学技术对于提高国家综合国力的重要性,许多国家都在根据形势与发展趋势的变化,调整科技政策.本文重点探讨了我国的技术创新政策体系及其特征,认为我国的技术创新政策体系已从单一的科技政策、经济政策向明确的技术创新政策转变,企业、科研院所以及个人的技术创新意识、动力、压力和能力明显加强,技术创新法规建设取得重要进展,国家创新系统建设受到政府的高度重视,但是技术创新政策仍然没有形成一个完整的体系.
