| 摘 要： | 秩序是人类生活的基础，也是人类生活的基本要求，没有秩序，人的行为、人的社会、社会生活、社会关系都将陷入无序状态，而规则是秩序的前提和保障。本文主要论述什么是规则？什么是秩序？规则与秩序的关系：规则是正常秩序的前提和保障；不完善的规则带来的是不公正、不合理的秩序；不遵守规则就会破坏秩序。

| Abstract: | Order is not only the basis but also the primary requirement of human life>Without order,human behaviour.human society,social life and social relationship would fall into an chaotic situation.while rules are the precondition and guarantee of order.The text mainly demonstrates the relationship be-tween rules and order:rules are the pretext and guarantee of normal order.Rules with fallacy will result inunfair and unreasonable order;While failure to observe the rules will destroy the order to observe the ruleswill destroy the order. |
