高校政府采购非招标采购方式的探讨

新颁布施行的《政府采购非招标采购方式管理办法》,对政府采购三种非招标采购方式从概念、适用情形、评审专家、信息发布期限、评审报告内容、采购文件内容、终止采购情形、法律责任等内容进行了详尽规定。通过对该法规内容的解读,分析了法规中存在的不足,提出了相应的建议,探讨了高校政府采购工作应如何遵循和执行新法规,从而进一步完善高校政府采购工作,使高校政府采购工作合法合规。

Exploration on non-bidding procurement type in government procurement at universities

The recently promulgated and implemented Management Method of Non-bidding Procure- ment Type in the Government Procurement defines exactly the three non-bidding procurement types in terms of the concept, applicable situation, expert assessment, deadline of information distribution, content of accreditation report, content of procurement document, termination of procurement project and legal liability, etc. By explaining and researching of the law, this paper analyzes its weakness, presents relevant suggestions and discusses how to follow and enforce the new law in the work of gov- ernment procurement at universities to make further improvement on government procurement at universities, and make it lawfulness and compliance.
