摘    要:水功能区水质达标率年度分解,是促进水功能区限制纳污红线管理有效实施的重要手段。将熵值理论应用于水功能区达标率目标的年度分解,从影响水功能区水质的社会经济发展水平、水质现状、技术进步程度及水资源管理和防治措施等角度确立了12个指标,建立综合指标体系。运用熵权法计算出指标权重系数;结合规划期首末年水功能区水质达标率,得出年度水功能区水质达标率,从而建立了基于熵权的年度水功能区达标率分解方法。经实例验证,方法简便可行,能够实现水功能区水质达标率的合理分解。

Abstract:The annual decomposition of water quality compliance rate of water functional zone is one of the most important measures to promote effective management of limiting pollution load red line of water functional zone. In this paper, entropy theory is applied to annual decomposition of water quality compliance rate of water functional zone. A comprehensive index system is established, which includes 12 indicators from different aspects of socio-economic development, water quality situation, technological progress, management and prevention measures of water resources and so on. In the system, index weight coefficient is calculated based on entropy weight method that combined with the first and the last year of water quality standards in planning period, annual water functional zone water quality compliance rate can be obtained. Accordingly, the annual decomposition method of compliance rate of water functional zone based on entropy is established. After validating, this method can achieve reasonable annual decomposition of water quality compliance rate simply and feasibly through the verified instance.
