| 摘 要： | 从制度经济学的角度出发,分析、指出了渔民"双转难"的原因,并从海洋渔业资源的基本特性及其产权制度安排着手,提出了将地方政府作为理性经济人、通过渔业资源产权地方化的途径,从制度设计和安排上解决渔民"双转"问题的新见解.

| Abstract: | The following essay tries to analyse the cause of the "Dual-Tra nsform Difficulty" of fishermen from the view of the systematic economics by bri efing the basic characteristics of ocean fishery resources and its property syst em,and to put forward such new point that the local government can solve the pro blem of "Dual-Transform Difficulty" by designing and arranging the related syst em through the reform of the property of ocean fishery resources. |
