促进凉山州风电光伏产业健康发展的对策建议

为保证凉山州风光电产业的健康发展,在发展风光电产业的同时如何最大限度地保护和恢复生态,更好地改善当地基础设施建设,造福当地住民,并争取到地方财政利益最大化,实现企业、地方和老百姓三赢是值得认真研究的课题。通过实地走访调研,分析了目前凉山州风电光伏产业存在缺乏统一的规划和指导性的意见,实施光伏扶贫工程土地指标、年度开发配额和送出通道地方利益难于保证,民生改善不明显区域生态安全面临严峻挑战等问题,从科学编制有关规划、加快实施光伏发电扶贫工程试点,建立生态修复补偿和助民脱困机制等方面提出具体的政策建议。

Countermeasures and Suggestions of Promoting the Healthy Development ofLiangshanWind Power Photovoltaic Industry

From the aspect of ensuring the healthy development of Liangshan wind power photovoltaic industry, finding out how to maximize the protection and recover ecological environment while develop wind power photovoltaic industry, making better improvement of the local infrastructure construction for the benefit of the local residents and striving to maximize the interests of local finance,the research of realizing the multi-wins of enterprise, place and people is believed to be worthy of studying in. Through field visits, we discover that currently following problems exist in Liangshan wind power photovoltaic industry: lack of unified planning and guiding opinions, land target of anti-poverty projects of photovoltaic industry, its development annual quota and the local interests of producing areas is difficult to guarantee, the ecological security of underprivilege areas faces severe challenges. This paper will put forward to policy recommendations on the scientific preparation planning, accelerating the implementation of photovoltaic power anti-poverty project pilot, establishing ecological restoration compensation and lifting people from poverty mechanism.
