| 摘 要： | 对Ｃ２ （Ｃｏｍ ｍ ａｎｄ ａｎｄ Ｃｏｎｔｒｏｌ） 系统、Ｃ２ 过程和军事决策过程之间的关系进行了阐述，对军事决策过程的变迁进行了阐述和分析。提出了军事决策过程的军事需求和技术需求的概念。最后指出指挥控制参考模型是确定这两种需求的新途径。
