| 摘 要： | “以法治国”的治国方略是对中华民族“法治”传统的继承和发展。本文按照历史唯物主义的观念,指出“法治”对社会存在的巨大反作用,以及在社会主义初级阶段,实施“以德治国”的现实意义。
