深化行政审批制度改革的困境和路径选择

我国行政审批制度改革自2001年全面启动以来,取得了一定的成就,缩减了政府行政干预的范围,但仍存在一些深层次性的弊端,如审批范围过广、环节较多,行政审批服务理念转变较慢,审批权力寻租行为以及审批监督的滞后等。当前深化行政审批改革不仅受到政府机构改革、职能转变和社会组织发展状况等客观因素影响,也受到政府官员思想观念、利益博弈等主观因素的影响。因此,进一步推动行政审批制度改革要从整合事项、提升素质、制度规范、约束权力和社会组织建设等方面着手。

The Predicament and Strategy Selection in the Reform of Administrative Approval System

The reform of administrative approval system has achieved some success in China since it was startedin 2001, which reduced government intervention. But there are still some deep-seated drawbacks, such as toowide of approval extent, too many procedures, too slow in changing administrative approval service philosophyas well as the existence of rent-seeking behavior and lack of scrutiny. The current reform of administrativeapproval is not only affected by objective factors like reform of government institutions, changes in thefunctions and development of social organization, but also influenced by subjective factors like views andvalues of government officials, benefit game, and etc. Therefore, to further promote the reform of administrativeapproval system, the following solutions are recommended： to integrate procedures, improve moral quality, setinstitutional norms, constraint privilege and construct social organizations.
