| 摘 要： | 保持政府的适度规模是其有效运作的必要条件,并且与经济的增长和社会的稳定息息相关。适度政府规模成立的必然要求是使社会经济生活能够形成公平与效率两个维度的统一。基于这个目标,本文构建出适度政府规模的理论模型并加以论述。
