| 摘 要： | 为消除传统职业资格证书制度限制人们获得职业资格的弊端，英国建立了一种以职业能力为基础、以工作现场考核为依据、以证书质量为生命的新型国家职业资格证书制度。国家职业资格证书制度完善了英国职业资格证书体系，促进了英国社会经济的快速发展，为我国建立职业资格证书制度提供了有益的借鉴。

| Abstract: | Without the disadvantages of traditional one which places restrictions for people on gaining vocational qualification, a new National Vocational Qualification Certificate System has been set up in Britain. It is based on vocational proficiency and in accordance with the assessment of the work on the spot and lives on the quality of certificate. The new system not only prefects the vocational qualification certificate system but also helps the social economy to develop speedily in Britain as well as provides beneficial references for China to set up her vocational qualification certificate system. |
