| Abstract: | The effective institutional arrangement, which can excite the latent innovative ability of the main body of the behavior, can reduce the uncertainty in the economic abilities and promote the rational disposition of the high-tech resources. From the angle of the system construction, this paper probes into the problems existing in the transformation of the high-tech achievements in China, analyzes on the reasons of these problems, and puts forward some corresponding measures. |
