国内资金偏好炒房的原因与对策研究

近年来房价高涨，投资人将购房作为投机工具。有相当资金用来炒房，主要是由住房保障体系不健全，有效投资方式缺乏，房地产投资预期收益高，地方政府的纵容，开发商的贪婪，金融市场和人力流动让炒房不再受地域限制，现行的房地产税制存在缺陷等共同作用的结果。针对上述问题，逐一提出国家应转变政策取向，制订《住房保障法》，拓宽投资渠道，严厉打击房市中的投机行为，采取货币政策控制房价，抑制炒房的税收措施等解决办法。
