| 摘 要： | 在系统回顾和分析我国防治荒漠化(土地退化)的机构环境和制度安排的基础上,着重解析了现行防治荒漠化(土地退化)在体制和机制方面存在的双重障碍:一是由定义和概念的多样性导致的政出多门、数据多元;二是各部门职责不明、功能不彰。针对上述问题,提出了"治标"——调整职责和"治本"——重组机构两套方案,并提出了今后一段时期防治荒漠化(土地退化)的制度安排和政策取向。

| Abstract: | On the basis of systematically reviewing and analyzing organizational environment and system arrangement for preventing and combating desertification(land degradation) in China,this paper emphatically analyzes the double barriers existed in the system and mechanism of the present prevention and combat of desertification(land degradation).One barrier is that diversity of definition and conception makes the policies formulated by many sectors separately and caused the data varied.The other barrier is that the functions and responsibilities of each sector aren't clear and evident.In view of the above-mentioned problems,two sets of scheme are put forward,which one is to adjust responsibility and the other is to reorganize the organization.And system arrangement and policy orientation are also put forward for preventing and combating desertification in future. |
