江苏国防科技工业与区域经济军民融合式发展的创新模式研究

党的十八大提出坚持走中国特色军民融合式发展的道路，要求在加强军民融合式发展战略规划、体制机制创新、法规建设上下功夫。探讨了运用产业集群思路促进军民融合发展的体制机制创新问题，在介绍了产业集群概念与研究现状的基础上，分析了日本实施产业集群发展的机制及成效，并以江苏为例，研究了我国经济发达省份应用产业集群发展思路，实现了国家与区域在实施军民融合战略发展过程中的有效互动，提出了推进我国国防科技工业与区域经济军民融合发展的对策和建议。

Research on Innovation Model of Military and Civilian Integration Development of Science and Technology Industry of National Defence and Regional Economy of Jiangsu

Persisting in a path with Chinese characteristics that integrates the development of military and civilian sectors has been put forward at the？ 18th National Congress of the Communist Party of China, which demands efforts to strengthen strategic planning, system and mechanism innovation as well as construction of related laws. After the introduction of industrial clusters＇ concept and the status quo, this paper analyses effects and mechanisms of Japanese style to implement industrial clusters development, explores the problems of innovations in systems and mechanisms by applying this thought to boost the development of military and civilian integration development as well. Meanwhile, take Jiangsu as an example, this paper studies application of industrial clusters development thought in economically-developed zone to accelerate the actual interaction between state and local region in enforcement of strategic develop- ment of military and civilian integration. Sound suggestions and advices have been proposed to propel the further military and civilian integration development between defence-related science and technology industry and regional economy.
