大学图书馆战略管理是管理者组织相关人员研究确定大学图书馆目标和使命,根据其所处的外部环境和内部条件设定其战略目标,为保证战略目标落实而进行谋划,并依靠其资源和能力将这种谋划和决策付诸实施,以及在实施过程中进行评价和控制的动态管理过程,它由战略定位、战略选择、战略实施、战略评价与控制等几个具有内在逻辑关联的阶段和若干必要的环节构成。阐述了大学图书馆战略管理过程的起点,即战略定位,探讨了大学图书馆的战略选择和战略实施,介绍了大学图书馆的战略评价与控制。

A Study on the Strategic Management Process of University Library

The strategic management of university library is a dynamic management process in which the managers organize relevant personnel to study and determine the goals and missions of university library, set the strategic objectives according to the external environment and internal conditions, make the plan for ensuring the implementation of the strategic objectives,and put into the plan and decision into practice relying on their resources and capabilities, and conduct assessment and control in implementation process. It consists of several stages with inner logic relations and necessary links such as the strategic positioning,strategic choice,strategy implementation,and strategy assessment and control, etc. This paper expounds the starting point of university library’s strategic management process that is the strategic positioning, probes into the strategic choice and strategic implementation of university library, and introduces the strategic assessment and control of university library.
