| Abstract: | This paper has discussed the theoretical basis for managing state affairs according to the law and the actual meaning of proceeding legal system developments. From three links such as perfecting lawmaking, administration according to the law and Enhancing law supervision, the path and measure for realization of managing state affairs according to the law has also been studied. |
