| 摘 要： | 高校的科研管理正由服务型模式向"三位一体"的模式发展,"三位一体"的管理模式以服务为基础,以学习和研究为管理创新的突破。笔者认为高校科研管理应以已有的服务理念、完善的科研政策和制度、合理的科研服务体系和服务队伍为基础,积极学习科研政策、学科体系和学科间关系、先进办公技术,认真研究学校具体科研问题来提高管理成效、研究区域经济特点与学校科研优势的有效结合,通过三位一体的内涵建设,取得管理创新的突破。
